If I was in Sam's shoes I would go talk to his brother first and see what the Black Panthers are. If the Black Panthers are something nonviolent then I would choose them, but if it isn't then I would choose his father. I also noticed in the book that when Bucky was being attacked by the police officers that Sam didn't know what to do, fight like Stick or go talk to them like his Father would do.
