If I were in Sam's shoes then I would go on my dad's side. One reason is because Sam is not that kind of person. When he saw Bucky getting beaten he was to scared to do something and if he didn't do that then he probably would do stuff in the Black Panthers. Also he is supposed to be the good kid and he does everything to please his father.
